How do I set up menu bar items with permissions?

Permissions are connected to a page, not a menu item. 

So to set up a menu item with permissions, you first set up a page or category with the proper permissions. Then set up a menu item, and link to the page or category in the menu bar. 

You'll see that the permissions will be adapted to the visibility of the menu item.
